Nope.

Dear White People of the World,

I'm going to help you out a little bit, in the form of a Q and A session.

If a person of African descent was born and raised in Spain, he or she is not African-American.  Not even Spanish-American.   

Confused?  I'm sure.  Let's try again.

Q: What if the person is black and is from China?

A: No, still not African-American.

Q: Hmm...I'm still not sure if I understand...what about if the person is from Australia?  Is he African-American?

A:  No, he would not be African-American.

Q:Well, what if he is from Canada?  Can I call him African-American then?

A: No, he is still not African-American.

Q: Wait, I think I get it now!  If he was born and raised anywhere in Africa, THEN he is African-American!

A: No, actually, wrong again.  Still not African-American.

Q: Ok...now I really think I have it.  If he is born in Africa, lives in Africa, VISITS America one time, then goes back to Africa, THEN he is African-American...

A: You are still wrong.  He is still not African-American.
